As part of the effort to meet one of the most aggressive state RPS mandates in the nation, California has increasingly focused on smaller scale energy projects, especially photovoltaic solar projects. The California Public Utilities Commission has recently focused on expanding California’s current feed-in tariffs (applicable to renewable projects up to 1.5 megawatts in size) to include larger projects and recently announced a unique reverse-auction feed-in tariff. The California legislature is also currently considering bills that would expand California’s feed-in tariff program.
Utilities are also focusing on small-scale renewable projects, including solar PV. Southern California Edison recently sought an obtained approval from the California Public Utilities Commission to purchase up to 250 megawatts of rooftop solar, as well as develop an additional 250 megawatts of rooftop solar itself. Both Pacific Gas and Electric and San Diego Gas and Electric have also applied to the Commission for authorization to develop small-scale solar projects.
