The DOE has finally announced the long-awaited first two solicitations under the section 1705 loan guarantee program for demonstration projects using commercially proven technologies. These will provide up to $30 Billion in directly funded loan guarantees for innovative energy efficiency, alternative energy, advanced transmission and distribution, and transmission infrastructure in a set of six 45-day application windows. However, this long-awaited good news is tempered by the absence of clarification regarding the more expansive “delegated authority” program. The potential 270 day duration of the current solicitation, combined with the absence of the potentially more advantageous delegated authority program, creates a strategic dilemma for those seeking guarantees: under what circumstances should they rush to apply, wait for a later window, or hope to cash in on bank financing through the much-delayed delegated authority program?
How can you ensure your application is not only approved, but clears the process in a timely manner? How quickly will the government start writing guarantees? Under what circumstances should you wait for the “delegated authority” program with full participation of commercial lenders?
