Mary Anne Sullivan, Partner, HOGAN & HARTSON, LLP

Mary Anne Sullivan has more than 25 years of experience as an energy lawyer. During that time, she has had direct involvement with virtually every segment of the energy industry — electric, gas, oil, coal, nuclear, and alternative energy technologies. Likewise, she has represented clients on energy issues in administrative, regulatory, transactional, and litigation matters in both the private sector and the government. Her current practice focuses primarily on electricity regulatory matters, and on both transactional and regulatory matters involving climate change, nuclear and renewable energy, and advanced energy technologies. Chambers Global (2009) notes Mary Anne is “well placed to advise clients on the major issues currently affecting the industry.”

Mary Anne formerly served as General Counsel at the U.S. Department of Energy.


Agnes Dover, Partner, HOGAN & HARTSON, LLP

Agnes Dover is the Director of the firm's government contracts group and has more than 25 years of experience working with government contractor clients. Her practice is concentrated on regulatory and contractual issues for clients in the energy, information technology, defense and biotechnology industries, ranging from startup firms to established defense companies. Her practice includes negotiating both commercial and government contract transactions, counseling on government contract compliance and intellectual property issues, and providing strategic legal advice to clients doing business with federal agencies, particularly the U.S. Departments of Energy and Defense. She has handled the government contracts issues associated with numerous commercial transactions, including industrial security issues that arise during the sale of government contractor entities to foreign owned companies. She has also advised clients on outsourcing and privatization transactions, technology transfer from federal agencies, and liability issues associated with hazardous and nuclear activities.

Agnes joined the Hogan & Hartson Washington, D.C. office as a partner in January 1997 after serving as the Deputy General Counsel for procurement and technology transfer at the U.S. Department of Energy.


David W. Burgett, Partner, HOGAN & HARTSON, LLP

David Burgett advises U.S. and international clients with respect to government contracts, technology issues, intellectual property, outsourcing, and international transactions. Dave's experience includes intellectual property under government contracts; application service provider (ASP) contracting; compliance programs and audits; government health care contracting; Federal Supply Schedule contracting; international aspects of procurement; subcontracts and teaming; bid protests; and defective pricing. He is a past Chair of the Government Contracts Section of the Federal Bar Association.
