As the percentage of wind and solar in the generation mix has increased, difficulties have arisen. The grid was not designed to handle distributed variable assets, leading to system instability, generation curtailment and problems delivering available power to customers. Both FERC and state regulators have recognized the potential negative impacts of distributed variable assets on system reliability and market efficiency and, in response, have launched rulemakings that could have enormous impacts on energy markets, system operations, and investment not only in the grid itself, but also in energy storage and in wind and solar projects. Myriad operational, market and technological solutions are being proposed to deal with wind and solar integration problems, but the devil is in the details—the regulatory decisions made now will have major repercussions not only on wind and solar projects, but also on investment in transmission and energy storage.
