The Pre-Summit Workshop
THE BUSINESS CASE FOR IGCC DEVELOPMENT

As a prelude to the Summit, this workshop will provide attendees with a solid understanding
of the business case for coal IGCC development by analyzing the technological, environmental
and economic factors that must be evaluated in order to make sound investment decisions.
The business case will be explored by our workshop faculty: a highly-regarded roster of
industry leaders whose credentials guarantee seasoned experience, proven expertise and an
independent-minded appraisal.

Edward P. Martin (Ed) served as President and CEO of Wabash Valley Power Association, Inc. until August, 2005 and has since joined management consulting and engineering firm R. W. Beck, Inc. as an Executive Consultant. During his 25 years as leader of this Generation and Transmission cooperative (G&T) he transformed the G&T from an organization without revenue or market to a G&T with four hundred million dollars in revenue and a market of twenty-seven distribution rural electric cooperatives. Those cooperatives, located in Indiana, Michigan and Illinois, have a maximum megawatt demand of about 1400. During his time as CEO, he managed the G&T's ownership interest in the Marble Hill Nuclear Plant. When construction on that plant stopped in 1982, he managed the rationalization of Wabash Valley's indebtedness through the next fifteen years. At the end of that workout of debt, the distribution owners retained ownership and equity in their G&T and also received competitive rates for wholesale power. During the late 1990's he was one of the founders of ACES Power Marketing. He served as ACES first CEO and also subsequently served as the Chairman of its Board. In January, 2005, Wabash Valley Power purchased an interest in the Wabash River Gasification Plant located in Terre Haute, Indiana. They formed a partnership company, SG Solutions, with Global Energy to operate the plant. ConocoPhillips provides SG Solutions with the technical expertise to operate the plant and Cinergy owns and operates the associated combined cycle unit. Ed served as Chairman and President of SG Solutions. He presently works with R. W. Beck, Inc. as an Executive Consultant. He works from his home in Indianapolis, IN and has his principal office with R. W. Beck in Orlando, FL.
Prior to joining Wabash Valley Power, Ed worked as a Professional Engineer at Southern Engineering Company of Georgia in Atlanta. His assignments covered distribution system design, transmission system design and power supply planning. He served as an expert witness before many state regulatory commissions and the FPC, subsequently name changed to the FERC. He has made numerous presentations to rural electric cooperative audiences through the National Rural Electric Cooperative Association. He serves on the CEIC Advisory Board of Carnegie Mellon University.
Ed is an Electrical Engineer from Georgia Tech. He earned his MBA from Indiana University. He and his wife Charlotte live in Avon, Indiana, a suburban town of Indianapolis
Steve Jenkins is the IGCC & Gasification Technology Leader for URS Corporation. He has 30 years experience in the electric power industry with siting, environmental permitting, design and operation of large coal-based power plants, with a focus on IGCC technology and facilities. Prior to coming to URS six years ago, Steve was with Tampa Electric Company for 25 years. During that time, he was Deputy Project Manager for the Polk Power Station IGCC Project. Since then, he has worked on the siting, permitting and design of IGCC power plants, as well as coal, pet coke, and MSW gasification facilities throughout the U.S. He was the lead author in developing the industry's first IGCC Permitting Guidelines manual, prepared under contract for the Electric Power Research Institute's CoalFleet for Tomorrow Program. He holds a Bachelor of Science in Chemical Engineering from the University of South Florida.
Perry Fontana, QEP is vice president in URS' Power Business Line with responsibilities for the Western U.S. and international activities. He has 28 years experience in the permitting and assessment of electrical generation projects with a strong base in solid fuel combustion and gasification projects. He is currently the program manager for the environmental permitting of the 1100 Mw Mesaba IGCC project in Minnesota. In addition to his permitting work Mr. Fontana acts as an expert witness on air quality New Source Review issues for several private clients and legal firms. He holds a Bachelor and Masters degree in Meteorology from San Jose State University
Dale Simbeck joined SFA Pacific in 1980 as a founding partner. His principal activities involve technical, economic and market assessments of energy technologies for the major international energy companies. This work includes electric power generation, heavy oil upgrading, emission controls and syngas (H2 & CO) for various applications including chemicals, oil refinery hydrogen, CO2 capture & storage (CCS) and syngas-to-liquids. Dale's experience specific to gasification includes start-up of a commercial coal to ammonia plant and process design of Sasol's coal-to-liquids plant. He is also the principal author of the EPRI Coal Gasification Guidebooks and has made numerous presentations at the annual Gasification Technologies Conference. Dale is an Engineering graduate of Pennsylvania State University (Penn State). He has also assisted the Engineering Department of Stanford University as a Ph.D. advisor and Massachusetts Institute of Technology as a member of the External Advisory Broad to the MIT Energy Lab.
